How to report your territory's energy data

This guide supports the annual reporting of energy data for non-interconnected zones and outermost regions. It walks through the online form, sheet by sheet, and through the offline Excel alternative.

01 Accessing your space

Each territory has its own space, protected by an access code.

  1. From the ZNI-RUP page, click your territory's card.
  2. Enter the access code sent to you by the Observatory.
  3. You land on the territory form, organised in tabs.

Where each figure goes: the tabs follow the path of energy through the territory. Numbers refer to the tab order.

02 The data year

The form opens on the latest collection year.

The year shown at the top of each tab is the year the data refers to, i.e. the year before the current edition. The tables below the main one let you complete or correct the history back to 2010.

03 General reporting rules

These rules apply to every tab of the form.

  1. The tab bar: each tab is filled in and saved separately.
  2. The data year requested, repeated at the top of every tab.
  3. The resource drop-down list, grouped by family.
  4. The specify field, shown only on “Other…” rows.
  5. Totals, recalculated as you type and not editable.
  6. The save button, specific to the tab on screen.
  7. The history table, to complete or correct past years.
Anatomy of a form tab.
  • One save per tab. Each tab has its own Save button. Save before moving on.
  • Drop-down lists. Resources, sectors, fuels and emission items are picked from a list grouped by family (renewables, petroleum products, other fossil resources).
  • Dynamic rows. "+ Add a row" creates one, the cross removes it. Keep only the resources present in the territory.
  • "Other…" items. Selecting an "Other" row reveals a text field: state the exact name of the resource or sector.
  • Empty is not zero. Leave the field blank when the figure does not exist or is unknown; enter 0 only for a genuine zero.
  • Decimals. Use a dot or a comma, with no thousands separator.
  • Totals. Greyed fields are calculated and cannot be typed in.

04 "Population and area" tab

Starting point: the territory's framing figures.

The history table covers population back to 2010. These series feed comparisons between territories: keep a single, consistent source over time.

05 "Energy supply" tab

Primary energy entering the territory, in ktoe.

Four blocks structure the entry: local renewables, local fossil resources, imported renewables, imported fossil resources. Each row is an energy product.

The four entry blocks cross two questions: is the resource produced locally or imported, renewable or fossil?
  • Report quantities in ktoe, not in tonnes or litres.
  • Petroleum products are itemised (gasoline, road diesel, non-road diesel, domestic fuel oil, heavy fuel oil, jet fuels, LPG); butane gas and coal sit under other fossil resources.
  • Category subtotals and the supply total are calculated automatically.

06 "Energy dependence" tab

Share of imported energy in total supply.

Enter the published rate for your territory, as a percentage. History goes back to 2012.

07 "Installed capacity" tab

Installed capacity by resource,, in MW.

Three units, three different logics: this is the most common mix-up from one tab to the next.
  • Report the net installed capacity connected of the collection year.

08 "Production" tab

Electricity generation by resource, in GWh and ktoe.

Both units are requested per row. The usual equivalence is 1 ktoe = 11.63 GWh, i.e. 1 GWh ≈ 0.086 ktoe. If only GWh are available, apply this coefficient and note it in the Source field.

  • Renewable heat production (solar thermal, recovered heat) goes in the dedicated table at the bottom of the tab and must not be added to electricity generation.
  • Two separate histories are provided: GWh and ktoe.

09 "Primary consumption" tab

Primary energy consumption of the territory, in ktoe.

A single annual figure is expected, plus the history back to 2010. It should stay consistent with the Energy supply total.

10 "Final consumption" tab

Energy used by end consumers: total, then split by sector.

First report total final consumption in GWh and ktoe, then its breakdown. Percentages are calculated from the ktoe values.

11 "Transport" tab

Fuel consumption by mode, in tonnes.

Each fuel is split between road, maritime and air. The total in tonnes and the conversion to ktoe are calculated using the conversions factors. If the calculated total in ktoe does not match the expected value, it is recommended to modify it.

  • Report tonnes, not litres or cubic metres.
  • The "Other fuel" row covers products not listed: name it so the conversion can be checked.
  • Electricity used by transport is reported separately, in ktoe, below the fuel table.

12 "CO₂ emissions" tab

Carbon dioxide emissions, in ktCO₂.

Report total emissions first, then the breakdown by item. Each item's share of the total is calculated automatically.

  • "Electricity generation" covers all generation; "Public electricity generation only" excludes industrial self-generation.
  • Fill both rows only when your sources make that distinction, to avoid a double count when reading the data.

13 Reporting offline, in Excel

An alternative to the form, useful when several people contribute.

The offline reporting journey, end to end.
  1. From your territory space, open the Excel page and download the template.
  2. Fill in the yellow cells; grey cells hold formulas and calculate themselves.
  3. The Product, Sector and Fuel columns offer the same drop-down lists as the online form.
  4. Upload the completed file on the same page. It is timestamped and kept; a corrected version can be uploaded without deleting the previous one.

The workbook mirrors the form's tabs, in the same order and with the same units. A "Read me" sheet recalls the colour conventions and a "Parameters" sheet gathers the conversion coefficients.

14 Checks before validating

A few quick checks that prevent most back-and-forth.

  • Every tab has been saved, with the confirmation message shown.
  • Units match the headers: MW, GWh, ktoe, tonnes, ktCO₂.
  • Total supply and primary consumption are of the same order of magnitude.

15 Frequently asked questions

QuestionAnswer
I don't have the figure for a row.Leave it blank, and delete the row if the resource does not exist in the territory. A blank field reads as "not available".
I made a mistake after saving.Correct the value and save again: the latest save replaces the previous one for that year.
My resource is not in the list.Pick the "Other…" row of the right family and name it in the text field that appears.
Can I correct a past year?Yes, through the history tables, or by opening the form with the annee parameter.
Do I have to fill in every tab at once?No. Each tab is independent: you can come back later with the same access code.
